It's not entirely clear how Sunbreak will launch, and with a game like Monster Hunter Rise that requires hours of hunting to progress, it makes sense to want to know in advance what you need to do. No one wants to buy an expansion pack for a game and realize that they can't actually play the game when it's released later.

How to start Monster Hunter Rise: Sunbreak
Since Sunbreak unlocks the Master Rank, which is above the normal Hunter Rank in difficulty, you will actually need to complete most of Monster Hunter Rise to unlock the expansion. The special quest you must complete is the "Serpent Sky Goddess", a 7-star hub quest where you will fight the Thunder Serpent Narwa elder dragon for the first time. This isn't actually the final Ascension quest in terms of story, but it's pretty close to it.
When you complete the quest, go to the gates of Kamura to find the Trader Rondine. He will explain how unusual monsters have invaded the area and will send you to hunt the Daimyo Hermitaur in the Temple Ruins. Defeat him and then you'll finally be able to get to the Elgado Outpost for the first time.
